The Second Plenary of the First International Advisory Board of Sichuan University Held in Chengdu

The Second Plenary of the First International Advisory Board of Sichuan University(“IAB, SCU”) was held on September 28, with its aim of building SCU into a world-class university with global experience and vision. Zhang Meiying, vice chairman of the CPPCC &honorary president of IAB of SCU, Mr. Chao Chung Ting, Nobel Prize winner in physics and professor of MIT of the United States, Chen Xiaoya, former vice minister of the Ministry of Science and Technology, Huang Zhongying, former chairman of Chengdu Municipal Political Consultative Conference, Wang Jianguo, board chairman of SCU, and Xie Heping, president of SCU, attended the round-table meeting of the IAB. All leaders of SCU and relevant departments were present at the meeting.

Academician Xie Heping, president SCU and IAB, delivered a keynote report in the meeting, fully reviewing the main work and progress since the last meeting of the IAB. He introduced the basic concept of building SCU into a world-class university, and sought from the board members for valuable opinions and suggestions about the challenges and problems faced by SCU in its construction of the world-class university.

The Second Plenary of the First International Advisory Board of Sichuan University was attended by many board members, including: Zhang Meiying, Chao Chung Ding, Chen Xiaoya and Huang Zhongying, as well as Mr. Mohamed Abdou, academician of the Academy of Sciences for the Developing World and distinguished professor of University of California at Los Angeles, Mr. David Agnew, dean and professor of Seneca College of Applied Arts and Technology, Canada, Mr. Luigi Ambrosio, director of the Chemical Science and Materials Technology Department of CNR, Mr. Edward Beech, information technology director and engineer ofCentral Oregon Community College and descendant of Joseph Beech--founder of West China Union University, Mr. Stephen Cheng, academician of National Academy of Engineering of the United States and professor of University of Akron, Mr. John E. Park, academician of Canadian Royal College of Science and Canadian Academy of Engineering, and distinguished professor of University of Toronto, Mr. Nicholas A Peppas, academician of National Academy of Engineering, Institute of Medicine of the United States, and American Academy of Arts and Sciences, professor of University of Texas at Austin, Mr. Tetsuo Shoji, former managing vice president of Tohoku University, Mr. Barbara Snyder, president and professor of Case Western Reserve University, Mr. Song Yonghua, academician of Royal Academy of Engineering of Britain and managing vice president of Zhejiang University, Mr. Cun-Yu Wang, academician of Institute of Medicine of the United States and associate dean of the School of Dentist of the University of California at Los Angeles, Ruanzeng Yuanqi, vice chancellor of Hong Kong Polytechnic University, and Zheng Jiayi, president of Tamkang University in Taiwan, China.

At the meeting, SCU appointed Mr. Chao Chung Ting as honorary dean of theCollege of Physical Science and Technology and theSchool of Aeronautics and Astronautics of SCU.

After the meeting, Yin Li, vice secretary of the CPC Sichuan Provincial Committee and governor of Sichuan province, and Fan Ruiping, standing member of the CPC Sichuan Provincial Committee and secretary of the CPC Chengdu Municipality, met with all participants respectively, and conducted profound discussions about how to carry out the in-depth cooperation in strengthening the application and popularization of sci-tech studies, building SCU into adouble first-class university, and promoting the cultivation and exchanges of high-level talents, thus providing an engine to the regional development and economic and social progress in Chengdu and even Sichuan.

“Eight Major Achievements” reaped fruitful results for constant breakthrough progress

In his keynote speech, president Xie Heping reviewed the abundant achievements made by SCU in the past year. He said, “Since the previous meeting of the IAB, SCU has obtained eight major achievements, namely, reshuffling of leader groups of SCU and its subordinate colleges, preparation of the scheme for construction of a world-class university, comprehensive implementation of the strategy of enhancing the university by talents, further boosting the reform on education and teaching, realization of an array of research achievements in frontier exploration and subversive innovation, comprehensive promotion of high-end international exchanges and cooperation, continuous advancement of first-rate social services provision, implementation of humanized and personalized care activities for our students.”

SCU has fully implemented the strategy and eight programs of enhancing the university by building a world-class faculty with lofty moral character, remarkable academic accomplishments, and excellent teaching level.

Ten First-class construction to mark a new journey of building SCU into a world-class university

At the first meeting since the founding of IAB in 2016, the board members put forward treasured suggestions on building SCU into a world-class university.

One year later, at the eve of its 121stanniversary, SCU was officially confirmed as the key university for construction of a world-class university, a solid step for the ambitious goal of building itself into the world-class university.

To accelerate the construction of a world-class university, SCU will focus on ten first-class objectives: first-class faculty construction, first-class talents cultivation, first-class disciplinary platform construction, first-class research innovation system, first-class achievements transformation mechanism, first-class medical services offered by West China Hospital, first-class institution-locality cooperation mechanism, first-class international cooperation and exchanges, first-class cultural inheritance and innovation, and first-class environment and support.

International think tank contribute global wisdom to SCU development

After addressing five questions for building a world-class university put forward in the first meeting of IAB last year, SCU once again raised the following questions and sought for valuable opinions and suggestions from the board members, namely, ''how to bring into play the multidisciplinary advantages of SCU, and cultivate future-oriented talents with global competence?" and "how to push forward the first-class discipline construction of SCU with reference to the international sci-tech frontier and emerging interdisciplinary development, and boost the development of SCU with reference to sci-tech achievements transformation of overseas universities?".

In the meeting, all the guests spoke highly of the development achievements of Sichuan University in the past year.

Zhang Meiying said, president Xie Heping's thematic report is rich in content, both global, down-to-earth and passionate. "In the course of listing to the report, I know that Sichuan University has taken a solid step towards its dream, which has taught me a great deal!"

Mr. Chao Chung Ding said in the meeting: "I am still working, most of the time in the laboratory, rarely participate in non-scientific research meetings. However, I’ve attended the International Advisory Board of Sichuan University for two consecutive years, and I have benefited a lot from the speeches of the members.'' If you want to define world-class universities, "good students" and "good professors" are important indicators, he said. Sichuan University has plenty of research funding and satisfactory scientific research environment, building a world-class university requires greater efforts to attract and retain first-class talents.

Nicholas Peppas, academician of National Academy of Engineering, Institute of Medicine of the United States, and American Academy of Arts and Sciences, professor of University of Texas at Austin, said that Sichuan University, as the No. 1 university in western China and one of the leading universities in China, also enjoys a good reputation in the world and shoulders the responsibility of further promoting the scientific research with global influence. He hoped that IAB could make concerted efforts to drive the development of SCU, and also take this opportunity to further strengthen cooperation in various fields of science.

"In recent years, SCU has made very important efforts in the field of international disaster prevention and mitigation, and hosted the Ninth Session of the United Nations’ International Conference on Water and Disasters, contributing a lot in this aspect," said Hiroki Kenzo, coordinator of UN’s High-level Experts Group on Water and Disasters and vice president of College of Land, Infrastructure, Transport and Tourism. Sichuan University has become a core member of UN’s High-level Experts Group on Water and Disasters, so via the help of Sichuan University, the United Nations’ disaster prevention and mitigation research institutions will be coordinated to introduce the world-leading researchers to Sichuan, in particular, to bring their latest experience to Sichuan, he added.

The vice president of Hong Kong Polytechnic University, Ruanzeng Yuanqi, spoke highly of "Chinese Characteristics, Sichuan University Style" proposal put forward by Sichuan University in the process of building a world-class university. Sichuan University has formed its own unique strategic advantage while focusing its attention on the western region. As it underlines the university's social services, SCU has fully demonstrated the responsibilities and duties of a world-class university and laid a solid foundation for the cultivation of talents with international vision and responsibility.

In the meeting, the participants shared their insight into and suggestions about ''how to bring into play the multidisciplinary advantages of SCU, and cultivate future-oriented talents with global competence" and "how to push forward the first-class discipline construction of SCU with reference to the international sci-tech frontier and emerging interdisciplinary development, and boost the development of SCU with reference to sci-tech achievements transformation of overseas universities".

The Second Plenary Meeting of the First International Advisory Board of Sichuan University was concluded smoothly in the warm atmosphere. In his closing speech, president Xie Heping expressed his gratitude and earnest expectations to the honorary chairman and members, and hoped that everyone would continue to care about and support the development of Sichuan University through the international high-end think tank--IAB of SCU, and join hands with SCU to boost its construction and solve the bottlenecks in different periods, thus contributing to building SCU into a world-class university with "Chinese Characteristics and SCU Style" as early as possible.
